If you haven't tried The Levelator yet...do!
Normalizes files better than my very expensive sound forge program...the compression algorithm does pump a little under extreme conditions but overall ad great tool and it's free.

According to the VersionTracker for Levelator, it supports Windows 2000 PS1+. You may want to search for older versions if the current version does not work.
